patient demands. fox business network diane macedo joins us with those details. good morning diane. >> the big question was how affordable will that care really be. now california has healthcare obstacle they don't have enough money to treat the influx of patients. the american medical colleges 16 of california's 58 counties has a recommended supply of primary care physicians and nearly 30 percent of the state's doctors are approaching retirement age. to combat that problem they want treatment and pharmacists and p optometrists to act as primary care providers. not just california the national conference of state legislatures say 350 laws expanding the roles have gone nationwide and 24 states launched more than 50 additional proposals since the start of the new year. supporters say those professionals mentioned have more training than allowed to use and often see patients that are easily diagnosed but talk them to a doctor after waiting months. they tend to order more tests and subscribe more ant yacht dicks which could cauost more. health insurance does no good if you have no acc

homeowners into foreclosure. will history repeat itself? diane macedo has the story for us. many home buyers are buying houses with 100 percent financing. banks say they are not repeating the same that helped push the u.s. into a housing crisis a few years ago. this time around they are almost exclusive by being offered with clients with sizable assets and still require of form of collateral. instead of a down payment it's a piece of the investment portfolio. 20-40 percent is secured by investments. you might think people who have that kind of investment portfolio probably have carbon hand, too. this allows them avoid tieing up funds or making withdraws from interest earning accounts especially in some cases the return on investments is bigger than the rate they pay on their loan. it allows them to avoid the capital gains tax that would come with liquidating their investment portfolios. it makes up a small portion of the banks's lending. it sites a 10 percent increase in 2012 from the year before. they sadie manned is 2-3 times more than what it was. >> can't believe we are back here already

's the nation's largest credit rating agency. the agency played a huge role in the 2008 financial crisis. diane macedo from the fox business network has the details. >>> the justice department is suing s&p saying the high ratings to mortgage bonds that tanked in value and fuelled the 2008 financial crisis. from september 2004 to october 2007 s&p knowingly defrauded investors in hopes of decreasing revenue and market share. the ratings firm suggest it is being unfairly punished to predict a housing maelt down no one else predicted either. it was without factual or legal mir rit. sources tell the wall street journal for 4 months both sides discussed a potsible settlement with the case. a deal could leave it more vulnerable to other lawsuits. while this is the first government suit of its kind many investors say they were misled by ratings and dozens of the cases have been thrown out on the grounds that the ratings are opinions protected by the government. government is expected to take a legal approach. it will be interesting to see how this one plays out. >> diane macedo from fox business. thank

. that is far from unusual for government conferences. fox business network diane macedo has the story. >> hi patti ann. a new congressional report says taxpayers picked up the tab for 894 conferences in 2012 to the tune of $340 million and that only covers those conferences that cost at least 100,000 dollars. the total figure is likely higher. those in conjunction with the house over site and government freerm committee also shows some agencies are far more fond than their convictions than others. the labor department for example held four big ticket conferences last year keeping the bill under $1 million even the gsa would cut back held only 3. the defense department the biggest department in dc held nearly 300 conferences at a cost of $89 million. the department of veteran affairs held 127 at a cost of 72.7 million the justice department held 107 at a cost of 58.7 million and health of human services held 140 at a cost of $56.1 million. one example of what that money goes to? the va spent 52,000 dollars to produce a video parody of the movie patton. government cuts are expect to do kick in
